Class Environmental Assessment Process

The Preliminary and Detail Design and Class Environmental Assessment Study (Study) is being completed in accordance with the MTO’s Class Environmental Assessment for Provincial Transportation Facilities, 2000 (Class EA) as a Group ‘B’ project. Group ‘B’ projects represent major improvements to provincial transportation facilities.

As part of the Study, a Notice of Study Commencement and a Notice of Transportation Environmental Study Report Submission will be issued to review agencies, Indigenous communities and stakeholders, and posted to this website.

You are encouraged to participate in the Study by providing comments, asking questions, and/or requesting that your name be added to the Study mailing list for receiving future Study notifications directly.

Upon completion of the Study, the Technically and Environmentally Preferred Alternatives will be documented in a Transportation Environmental Study Report (TESR), which will include the following:

  • A description of existing environmental conditions

  • A description and evaluation of the alternatives

  • The Recommended Plan

  • A description of the consultation completed for the Study

  • Potential environmental impacts and mitigation and protection measures that will be implemented to minimize those impacts

  • Identification of all project approvals, licences and permits that have been or must be obtained and commitments to future work

The TESR will be made available for a 30-day public comment period and notices will be published at that time detailing the review process and where the TESR will be available for review.
